The aim of the PCPS is to provide a regional overview, with strategic planning and policy guidance, for dealing with development on the Perth metropolitan coast. Issues that need to be considered, can be broadly grouped into:
- coastal processes;
- environmental (terrestrial and marine);
- urban, commercial and industrial;
- tourism, recreation, public use and access;
- visual and landscape; and
- cultural issues.
The PCPS will develop a broad strategic planning framework for the Perth metropolitan coastal zone. It will address social, environmental and economic values, land use and management issues, give a current perspective of the condition of the coastal and marine environment and provide direction to both local and State government, and community for planning and managing the coast over the next 10 years.
The scope of the strategy will be to consider:
- environmental condition - terrestrial and marine
- coastal vulnerability assessment – coastal processes and geotechnical analysis
- urban, commercial and industrial developments – current / future uses and associated supporting infrastructure - differing built forms
- tourism and recreational infrastructure – current provision and condition, future needs
- public use and access – current and future requirements
- visual and landscape elements – protecting significant view sheds and experiences
- cultural heritage – identifying and protecting European and Indigenous heritage sites
Issues to be covered include:
- ensuring the ongoing accessibility of coast
- assessing coastal nodal developments – current and future needs
- protecting the environment – terrestrial and marine
- managing urban sprawl along the coast due to the increasing population of Perth
- providing tourist accommodation – high rise and/or low budget
- recreational use of the coast and adjacent marine waters
- inconsistent management of coastal land across local government jurisdictions
- protecting cultural heritage
- providing strategic planning – broader than localised planning
- provision of future infrastructure - supporting recreational and commercial use
