The endorsed Terms of Reference for the Steering Committee are:

Aim

The role of the steering committee (SC) is to guide preparation of the Perth coastal planning strategy. In achieving this, the SC has a decision-making role, while making recommendations to the Coastal Planning and Coordination Council (CPCC) and ultimately the Western Australian Planning Commission (WAPC) for endorsement ay key milestones.

The aim of the SC is to prepare a strategy to guide decision making on possible future land use, conservation and development of the Perth metropolitan coastline. In undertaking this work, due regard must be given to:

  • coastal processes and vulnerability
  • landforms, vegetation and other significant environmental features
  • the marine environment, users and resources
  • the existing planning context i.e. Dialogue with the city, local government planning
  • community aspirations
  • coastal access and use, and provision of infrastructure

Tasks

In order to achieve the above aims, the following tasks will need to be undertaken:

  • define the existing planning context and identify relevant commitments, statutes and studies
  • identify current planning issues of concern
  • undertake consultation with relevant state government agencies, local governments, stakeholder groups, and the broader community
  • identify gaps in understanding about the area and seek to fill those gaps within the budget confines of the project
  • provide recommendations as to the future use of the Perth metropolitan coastal area
  • identify how those recommendations shall be implemented and in which priority

The Chair

The Chairperson will be the Chair of the CPCC. This will ensure that close links between the two groups and ultimately WAPC, are maintained.

Reporting Relationships

This SC is a committee formed to assist the CPCC. It therefore reports directly to the CPCC, through the Department for Planning and Infrastructure (DPI) project manager.

The SC will establish a Local Government Reference Group (LGRG) and an Indigenous Reference Group (IRG) to advise it on community issues and views.

The Perth coastal planning strategy Steering Committee consists of the following membership:

- WA Tourism Commission
- Department of Conservation and Land Management
- Department for Recreation and Sport
- Swan Catchment Council
- WA Local Government Association
- Elected Local Government Representatives
- Conservation Council
- Chamber of Commerce and Industry
- Urban Development Institute of Australia
- Department for Planning and Infrastructure
