To ensure that this plan is properly implemented, there are strong planning and development controls through a state planning policy and regional interim development order. A standing committee, the Ningaloo Sustainable Development Committee (NSDC), has delegated decision-making powers of the WAPC. All developments along the coast, outside Carnarvon and Exmouth, must be approved by the NSDC, as well as going through standard shire planning controls.

The NSDC is comprised of members from local government, key state government agencies and community interests, with expertise in planning, environmental, tourism and land development fields.

People planning new developments in the area from Carnarvon to Exmouth, west of the Great Northern Highway and Manilya-Exmouth Road (excluding the two towns) must apply for planning approval from the NSDC, as well as from the relevant shire.

A committee of technical experts from a range of state and local government agencies supports the NSDC by advising on planning, development and management issues. The Ningaloo Coast Advisory Committee is comprised of representatives of the shires of Carnarvon and Exmouth and the departments of Agriculture and Food, Tourism WA, Environment and Conservation, Industry and Resources, Planning and Infrastructure, Fisheries, and the Gascoyne Development Commission.

The Ningaloo Sustainable Development Office (NSDO) supports the NSDC and integrates and coordinates the strategy’s implementation. The action plan outlines actions identified in the strategy, progress to date and intended outcomes for the current financial year.
