The Ningaloo Coast Regional Strategy Carnarvon to Exmouth is an important step in achieving the vision for the Ningaloo coast. It provides a comprehensive framework for sustainable tourism development on the Ningaloo coast.

Under the strategy, the towns of Carnarvon and Exmouth serve as the 'gateways' to the Ningaloo coast and are the sites for higher impact development. Coastal development in other areas is limited to small-scale, low-impact development.

A detailed plan for Coral Bay has been established, which includes a moratorium on development in the short term and a long-term cap of 3600 on overnight visitor numbers. The future development of Carnarvon and Exmouth are also guided through the creation of structure plans for each of these towns.

The strategy identifies sites for low-impact tourism nodes on the Ningaloo coast and contains detailed planning and environmental guidelines to assess future development within those nodes.
