The purpose of the MST is to achieve greater consistency in the legal and administrative provisions of schemes whilst allowing flexibility in the planning content to suit local circumstances. It also introduces a new focus on strategic planning by the introduction of a Local Planning Strategy to express the strategic vision, policies and proposals of a local government and interpret State and regional policies at the local level.
