The new classification system is based on the principles set out in the State Planning Strategy and Statement of Planning Policy No. 8 State Planning Framework and is intended to:

• overcome difficulties in the complexity of the current policy framework;
• clarify the relationship of policies to the State Planning Strategy and state planning framework; and
• achieve consistency in the style and content of policies.

This bulletin supersedes planning bulletin 54.
