These guidelines outline the WAPC's policy, practice and procedures regarding residential and commercial development and subdivision (including strata and survey-strata) adjoining existing rights-of-way (or laneways).

The development of rights-of-way in 'greenfield' subdivisions in new urban areas, or on large urban infill sites within developed areas, is addressed in DC Policy 2.6 and Liveable Neighbourhoods.

A discussion paper, Rights-of-way or laneways, was released to local government in 1998. These guidelines have taken account of the comments received.
