Since 1995, a number of concerns have been raised relating to the operation of the codes, particularly their effectiveness in meeting community expectations relating to overlooking, streetscapes and car parking, the need for local variations, the relationship with subdivision policy, the applicability to mixed use developments and the need for greater performance orientation. As a result of these concerns, and the fact that the codes are now eight years old, investigations with the assistance of consultants have been carried out to scope the issues.
Consultants Ken Adam and Associates and Environs Consulting Pty. Ltd. prepared discussion papers on the issues relating to the review and updating of the codes and specifically on the applicability of the introduction of greater performance based orientation to the codes. Focus group meetings were held with local government and Ministry for Planning officers, and private architects and project builders to assist the consultants.
