The review was initiated in 1997 to consider options which could reduce resources allocated to the subdivision control process.

Three options were identified to be compared with the status quo. They were:-

• delegation of the process to local government;
• contracting out the Ministry's role in the process; and
• changing the process to allow for most of the work to be done externally under a system of professional certification.
