The purpose of this planning bulletin is to explain and clarify the purpose and intent of using these provisions in town planning schemes and to provide guidance as to when the use of this mechanism is appropriate.

Since the introduction of the Model Scheme Text in 1999, the use of special control areas in town planning schemes to deal with a wide range of planning and environmental issues has been proposed by many local governments and state government agencies.
