The purpose of this planning bulletin is to explain and clarify the purpose and intent of using provisions in town planning schemes.

Since the introduction of the Model Scheme Text (MST) in 1999, the use of special control areas (SCAs) in town planning schemes to deal with a wide range of planning and environmental issues has been proposed by many local governments and state government agencies.
