The South-West Region Planning Committee (SWRPC) has endorsed the Gnarabup Beach structure plan subject to minor modifications.
The structure plan provides specific land use and development controls to guide future use, form, scale and density of tourist development.
There has been considerable debate as to what was an appropriate level of tourist development in the area focused on the interpretation of clause 3.3.3.1(b) of Town Planning Scheme 18 which resulted in the Supreme Court of WA concluding that a structure plan for Gnarabup could replicate the tourist development potential of Prevelly Park at Gnarabup and that the SWRPC could determine the structure plan.
The decision to endorse the plan provides clear guidance on the acceptable levels of tourist development that can be supported.

Background
The SWRPC undertakes strategic and statutory decision making for land planning matters in the south-west region on behalf of the Western Australian Planning Commission. It deals with various matters including the subdivision of land, town planning schemes and amendments and land development policies for the region.
The modifications required to the structure plan by the SWRPC are:
- Removal of the ‘lodge site’ design layout on lot 703 north of Ocean View Drive as:
- It is outside the ‘development’ zone and therefore not subject to the structure planning provisions of TPS 18;
- Is subject to its own specific land use and development control provisions under the sites ‘tourist development (landscape protection)’ zoning; and
- Its inclusion could fetter the shire’s ability consider future development options/designs for this site.

Requirement for an annotation on the structure plan to vest land north of the ‘lodge site’ for ‘recreation and drainage’ prior to subdivision or development of land west of Wallcliffe Road.
