New planning guidelines have been drafted for the redevelopment of the land fronting West Coast Highway and Scarborough Beach Road, Scarborough.
The City of Stirling has prepared a town planning scheme amendment (No 458) proposing a number of urban design and built form guidelines for lots within the second stage of Scarborough Environs Area Strategy (SEAS) precinct. The guidelines relate to land use, residential density, setbacks and pedestrian movement.
The WAPC has granted consent for the City of Stirling to advertise the amendment for public comment.
The amendment proposes building height limits of between four and eight storeys, with three sites eligible for height bonuses up to a maximum of 12 storeys where significant public benefit is delivered by suitable projects.
Two sites at the intersection of West Coast Highway and Scarborough Beach Road are eligible for height bonuses if public parking facilities are provided on site. These sites are currently occupied by the BP service station and the Contacio Hotel/Scarborough Fair Markets.
The White Sands Tavern site is also eligible for a height bonus if vehicle and pedestrian access is provided linking Scarborough Beach Road and Hastings Street.
An earlier amendment (No 457) covered buildings and public improvements west of West Coast Highway, with heights limited to a maximum of eight storeys. The proposed amendment that the WAPC has granted consent to advertise applies to land generally east, or inland, of West Coast Highway.
Consent to advertise should not been seen as WAPC approval to a 12 storey height limit.
Consent has been given so the community can voice their opinion on the proposed amendment including the height limits prior to the WAPC making a recommendation to the Minister.
The WAPC will carefully consider submissions prior to making a final recommendation on the amendment to the Minister.
